To upgrade a building component with Cement, the player must hit the component with the equipped Upgrade Tool. To repair an upgraded concrete building component that has suffered damage, the player must hit the component with an equipped Stone Hammer. In both cases a sufficient amount of Cement must be in the player's inventory for the upgrade or repair process to work.
